Do not merge shift handover with three other controls

Technical handover transfers the configuration, documents, tests, training and open actions of a project or major change into operation. Pre-use inspection observes equipment and route conditions before a defined movement. Traffic management issues and protects movement authority. Shift handover transfers the current status of those systems between accountable teams. It may point to each record but should not recreate or supersede it.
